Víctor Ruiz is a passionate cultural ambassador, dance educator, and the visionary behind PAPALCA – Pañuelo, Palma y Cajón. Originally from Peru and now based in the Washington, D.C. Metro Area, Víctor has dedicated his life to preserving and promoting traditional Peruvian dance through education, community engagement, and performance.

With over a two decades of experience in folkloric dance, Víctor specializes in Marinera, Cajon, Festejo, Tondero, and Huayno, offering expert instruction rooted in cultural knowledge and joyful expression. His mission goes beyond teaching steps: he uses dance to build identity, confidence, and a sense of belonging, especially among children, families, and members of the Peruvian diaspora.

Under Víctor’s direction, PAPALCA has grown into a vibrant cultural organization recognized for its dynamic performances, inclusive classes, and meaningful participation in events like the Smithsonian Folklife Festival and other prestigious community showcases.
